I've seen these in random spots for years near Fallbrook California.
Early on they're much brighter orange then they are in the picture.
They kinda look like very orange spider web.

Pretty sure it's a parasite, but can't seem to find any reference to it.

So now my curiosity has overtaken my fear of being though of as an idiot!   Grin

What the hell is this?

It is dodder... and it is alive and kicking. Fairly common.

Only mention I can find for uses is some tribes would masticate it and apply it to black widow bites...
